Do not paint over surfaces with moisture content above 15% measured with an ultrasonic meter or over 5% with a pin-type meter.
Avoid painting in moist conditions or in direct sunlight as this may result in solvent entrapment / heat blisters.
Remedy
Leave until it disappears as this might happen from time to time.
Remove blisters, loose and flaking paint and allow to dry until moisture content is below 15% measured with an ultrasonic meter or over 5% with a pin-type meter.
Sand to a uniform, smooth and stable surface.
Spot prime with PlasterPrime to stabilize surface and spot prime with topcoat colour before repainting.
