Long exposure to UV rays cause molecules in the top of a coating to transform and a layer of white dust with a milky look & finish will form on the film. This is called masking. The deep chemical change the film undergoes is known as chalking or photo degradation, it is also commonly known as fading.

Remedy
Wash previously painted stable surface with a sugar soap solution & rinse thoroughly with clean water.
Re coat previously painted stable surface with SoMat, PinAcle, EnviroSilk, or KladAll according to product specification.
